Fischer was admitted to the Massachusetts bar in 1980. He earned his Juris Doctor from Suffolk University Law School in 1980 and his Bachelor of Arts from the University of Pennsylvania in 1971. His notable cases include cyclist-rights matters (Damon v. Hukowicz, Kopacz v. Wosny, Rowinsky v. Massachusetts State Police), civil rights litigation (Chao v.
