Cesar Tavares was born in Mexico City and immigrated to the United States as a young child, becoming the first person in his family to graduate from college. He earned an associate's degree from Utah Valley University with high honors, a B.A. from Brigham Young University cum laude, and a J.D. from Harvard Law School cum laude in 2009.
