Elijah Kemp was born and raised in Hot Springs, Arkansas. He attended Ouachita Baptist University in Arkadelphia, graduating with a bachelor's degree in finance, then attended the UALR Bowen School of Law in Little Rock. He is licensed to practice in Arkansas and admitted to the Federal District Courts for both the Eastern and Western Districts of Arkansas. Early in his career he practiced at a small firm in Hot Springs, handling personal injury, insurance, contract, and real estate matters before joining Rainwater, Holt & Sexton.
